Bank of Canada cuts rates as it warns trade war 'would badly hurt economic activity in Canada'

The Bank of Canada cut its benchmark interest rate by 25 basis points on Wednesday and revised down its growth forecasts, as it flagged the “major uncertainty” of looming potential U.S. tariffs.

Wednesday’s 25 basis point cut, the sixth consecutive rate reduction that was widely expected by economists, brings the Bank’s benchmark rate to three per cent. The decision came as U.S. President Donald Trump’s potential tariffs loom over Canada’s economic outlook, as well as the rate path forward for the Bank of Canada.

Trump has threatened to implement 25 per cent tariffs on imports of Canadian goods as early as Saturday.

“A long-lasting and broad-based trade conflict would badly hurt economic activity in Canada. At the same time, the higher cost of imported goods will put direct upward pressure on inflation,” Bank of Canada Governor Tiff Macklem said in a prepared opening statement on Wednesday.

“Unfortunately, tariffs mean economies simply work less efficiently—we produce and earn less than without tariffs. Monetary policy cannot offset this. What we can do is help the economy adjust.”

'There is no doubt it weighed on our decision'

In issuing its latest cut, the central bank noted that inflation has hovered around two per cent and the economy is still in excess supply with a soft labour market. Macklem reiterated that the Bank wants to see growth pick up and absorb the slack in the economy, while keeping inflation close to two per cent, but also acknowledged that tariffs have clouded the economic outlook.

“When you look out the window and the threat of tariffs is there, there’s no doubt that weighed on our decision. The more we can get the economy on a solid footing before it faces new tariffs, the better,” Macklem said.

BMO Capital Markets chief economist Douglas Porter wrote in a report on Wednesday that the Bank’s forward-looking discussion “was, appropriately, dominated by the threat of U.S. tariffs.”

“Today's steps by the Bank of Canada can be viewed as battening down the hatches ahead of a possible trade-war storm,” Porter said.

“Next steps clearly are dependent on what unfolds on the trade front; we suspect while the Bank may initially respond cautiously to a trade war, eventually it would be compelled to cut much more than what the market currently expects.”

The Bank of Canada modelled the potential impact of a trade conflict that would see the U.S. implement a 25 per cent tariff on imports and Canada respond with retaliatory measures. While the simulation is not a forecast, it shows that the Canadian economy would tip into a recession in the event of such a trade war.

When I turned 40, I went into the doctor and I was like: ‘Listen, I want to know everything.’ And in the midst of that, I was like: ‘Here are a few things that I’ve been feeling' ... "I got a call from my doctor and in the midst of that call, you could just hear her uncertainty. They thought they saw something on my kidney. They were like: ‘Well, we don’t know if it’s cancerous, but there’s something on there'." He went on to have surgery to remove the mass and Dwayne struggled with the idea of feeling "weak" - and he didn't want his wife to see him post-op. The former sports star said: "No one has ever really experienced me being weak. "I’ve always been the strong one, the most confident one, the world champion that has lifted the trophies over his head. That’s the image, but this was a moment where I knew I was going to be uncertain and a little weak ... "Once I came out of surgery, it was a pain that I had never felt before ... [I was] most afraid of being that vulnerable [in front of my wife}. "It sounds crazy because those are supposed to be the ones you want to be there in those moments of weakness ... but you don’t want them to see you in that space." It comes after Gabrielle previously admitted her husband's cancer journey had been a "challenge". Appearing on 'The View', the 'Bring It On' actress was admitted it took her "a while" to come to terms with his diagnosis, and her mind immediately went to the "absolute worse-case". She added: "You hear cancer [and] you're paralyzed because you think of the absolute worst-case scenario. "I've had so many friends who are cancer survivors. I didn't go there; I went to 'he's gone.' " She also revealed her husband decided not to share the diagnosis with the family for some time. She explained: "He didn't tell everybody. He didn't even tell our whole family. He really wanted this to be very under the radar. He didn't tell anyone."

Tracy Morgan was taken out of a New York Knicks game in a wheelchair after appearing to fall ill during the game. The 56-year-old comic was sitting courtside at Madison Square Garden on Monday (17.03.25) when, according to photos and footage circulating online, he began vomiting onto the floor. He was then taken out of the arena in a wheelchair holding what appeared to be a red-stained white towel to his face, with one poster on X sharing that he had a nose bleed. The spectator posted alongside a photo: "Tracy Morgan getting wheeled out from courtside at MSG .. bleeding from nose .. could barely stand up … hope he’s ok (sic)" The game - which saw the Knicks beat Miami Heat 116-95 - was delayed for around 10 minutes in the third quarter due to the former '30 Rock' actor's medical incident. A spokesperson for the star has yet to comment on what happened or offer an update on his condition. A Madison Square Garden representative told People magazine: "We hope Tracy feels better soon and look forward to seeing him back courtside." This isn't the first time Tracy - who has diabetes and underwent a kidney transplant in 2010 - has experienced public medical issues. In 2012, he collapsed outside a building at the Sundance Film Festival, with his representative saying it was due to a combination of exhaustion and altitude. Tracy - who returned to work a few days later - posted on social media afterwards: “Superman ran into a little kryptonite. The high altitude in Utah shook up this kid from Brooklyn." And in 2014, he broke his leg and was in a coma for two weeks, later relearning how to walk and talk, after the limo he was riding in was hit from behind by a Walmart truck on the New Jersey Turnpike. Tragically, his friend, fellow passenger James McNair, was killed in the accident. Truck driver Kevin Roper - who hadn't slept for 28 hours when he crashed - later accepted a plea deal to complete 300 hours of community service in order to avoid trial. The former 'Saturday Night Live' star previously expressed his forgiveness towards the driver. He told People magazine on the 10th anniversary of the crash last year: “I want to say to everyone who was in the van with me that night I love you, and we miss you, Uncle Jimmy Mac and God bless your family. "And to the driver that night and his family, me and my comrades forgive you."
